About 12 consultants from both firms will review the Ministry for the next five months and are scheduled to produce a report by the end of June.

''We want to focus on how we can work more innovatively and how to use labor more effectively,'' said Cho Young-jai, deputy minister for planning and management, adding his ministry felt the need for a ''bottom-up review.''

The publication notes that this will be the first instance an entire ministry is evaluated by an outside consulting company. In the past, outside analysis has been carried out but only of particular government projects.
